The Department of Small and Local Business Development
The Department of Small and Local Business Development (DSLBD) works with the Office of Contracting and Procurement (OCP) to match small, disadvantaged businesses with contracting opportunities with the DC government and elsewhere. DSLBD also fosters economic development of DC's small business community through technical assistance, commercial revitalization initiatives, business opportunities and access to capital seminars, conferences, exhibits, and outreach forums, among other programs.
The Enhanced Business Information Center (e-BIC), an initiative of the DSLBD,
DC Public Library, and the SBA, is located in the heart of downtown DC at the Martin Luther King, Jr. Memorial Library. The e-BIC offers training, counseling, access to computers and business software and office space for business-client meetings.
The Certified Capital Company Program was enacted by DC Council to provide $50 million in long-term equity (and debt) for new or expanding small businesses based in DC
