1. LSDBE Training Series

The Washington, DC Small Business Development Center Network and the DC Office of Contracting and Procurement are presenting a training series for certified Local, Small, Disadvantaged Business Enterprises (LSDBEs) beginning September 20, 2005. Workshops will be held from 3 to 5 pm on consecutive Tuesdays through October 25, 2005. If you are a certified LSDBE or you are in the process of applying, you are invited to attend.

2. Enterprise Zone Tax Incentives Class

Many DC businesses are leaving money on the table by not taking advantage of Enterprise Zone (EZ) Tax Incentives. Linda Schakel, one of the nation's experts on EZ Tax Credits, will provide a step-by-step introduction to Enterprise Zone tax credits. Attendees will learn who can claim Enterprise Zone tax credits, what credits can be claimed, and how to claim them.

The free session will be held on Monday, September 19, 2005, 6 pm to 8 pm in the e-BIC Video Conference Center in the MLK Jr. Memorial Library at 901 G Street, NW.

3. Mayor's Office on Asian and Pacific Islander Affairs Business Conference

The Office on Asian and Pacific Islander Affairs, along with the Enhanced Business Information Center (E-BIC) and the Korean American Business Association (KABA), are hosting a business conference tailored specifically for existing Asian merchants and those interested in starting their own business in the District.

This conference will take place on Thursday September 22, 2005 and Friday September 23, from 10 am - 5:30 pm in the e-BIC Video Conference Center in the Martin Luther King, Jr. Memorial Library at 901 G Street NW.

4. Release of Spanish Version of Doing Business in Washington, DC Guide

On Wednesday, September 21, the Washington, DC Marketing Center, in conjunction with the Greater Washington Ibero American Chamber of Commerce, will release the Spanish version of the Doing Business in Washington, DC guide at a joint press conference at the center's offices at 1495 F Street, NW.

The Spanish version of the guide serves as a complete reference tool for the Spanish-speaking business owners and entrepreneurs on doing business in the District. With information on business registration, financing, taxes, incentives, insurance and doing business with government, the guide has been customized to include several listings of resource centers that cater to Spanish-speaking business owners and leaders. Publishing the guide in Spanish is the beginning of a partnership between the DC Marketing Center and the Ibero American Chamber of Commerce.

5. Historic Firehouse Disposition to Stimulate Neighborhood Retail on North Capitol

The District of Columbia has issued a Solicitation of Offers for the historic Old Engine Company 12 firehouse, located at the corner of North Capitol Street and Quincy Place NW. The firehouse was designed and constructed by the municipal architect in 1897 and it is one of the District's 29 pre-World War II firehouses. The Solicitation of Offers seeks offers from prospective buyers of the property with the aim to restore this historic structure to its former grandeur so that the building can once again serve as an asset to the surrounding neighborhood.

6. Union Trades Host Apprenticeship Recruitment Fair

Local unions will be recruiting for apprentices in all trade areas at the Union Trades Apprenticeship and Employment Recruitment Fair, which will be cosponsored by the DC Department of Employment Services and the Community Services Agency of the Metropolitan Washington Labor Council, AFL-CIO. The fair will be held on Wednesday, September 28, 2005, at the new Washington Convention Center, Hall E, from 10 am to 6 pm.

The unions will be recruiting District residents with existing skills in the building trades to be hired as journey workers. An estimated 1,200 new apprentices will be accepted in all trades through 2006.

7. DHCD Selects Lenders for Its Site Acquisition Funding Initiative

The DC Department of Housing and Community Development (DHCD) announced the selection of three lenders to participate in its $15 million Site Acquisition Funding Initiative (SAFI). The selected lenders, Unitarian Universalist Affordable Housing Corporation, Enterprise Housing Financial Services, and City First Bank of the District of Columbia, were each awarded a $5 million Master Loan. Each lender will leverage the DHCD funds with its own capital, at a match of at least one-to-one, to offer below-market interest rate site acquisition and predevelopment loans to prequalified, nonprofit housing developers for eligible projects in the District of Columbia. They will also market, underwrite, originate and service the loans.

Many of the District's neighborhoods are rapidly changing due to escalating real estate prices. Nonprofit housing developers face increased challenges in their efforts to quickly respond to market opportunities to acquire developable sites for affordable housing due to the lack of readily accessible financial resources. The SAFI was designed to provide quickly accessible, revolving loan funds for nonprofit developers committed to the production, rehabilitation, and preservation of affordable housing. This initiative will help provide a streamlined process to administer acquisition funding by lenders who are already committed to investing in our neighborhoods and communities.

Developers prequalified by DHCD are eligible to apply to the selected lenders for funds to purchase sites for development as affordable housing that meets the requirements of the Housing Production Trust Fund, and for predevelopment expenses and purchase options on identified sites. They must also: 1) carry out the predevelopment process and bring the eligible project to readiness to proceed to rehabilitation or construction; 2) apply for long-term gap financing to complete the project, including application to any DHCD Notice of Funding Availability (NOFA) or Request for Proposals (RFA), with no preferential treatment; and 3) repay site acquisition loans to the lender as the eligible project secures construction financing. In addition to being located in the District, prospective eligible SAFI projects must consist of at least 10 units for development as rental housing (except for special needs housing, which shall be at least five units) or at least five units for development as ownership housing.

8. DISB Receives Grant for a Small Business Health Insurance Study

The $150,000 grant from the Robert Wood Johnson Foundation will be used to study the impact of proposed District health insurance legislation on access to health insurance by self-employed persons and those who work for small employers.

9. NCRC RFP - The Redevelopment of 3910 Georgia Avenue

The National Capital Revitalization Corporation (NCRC) is issuing a Request for Proposals (RFP) for a development team to redevelop 3910 and 3912 Georgia Avenue, located on the west side of Georgia Avenue, NW, between Randolph and Shepherd streets. The judicious and timely development of this property, two blocks from the Petworth Metro Station, is critical to the continued revitalization of this culturally and economically diverse neighborhood. The release date was August 22, 2005 and the due date is October 21, 2005 at 5 pm.
